GUWAHATI: Videos or any online material purportedly depicting the horrors of the ethnic violence in Manipur – from a mob parading two women naked to a man set on fire and left to die – will be traced to the source and the strictest action taken against the offenders, the N Biren Singh government said on Thursday after even a mobile internet ban failed to stem the tide.

The order comes within days of a purported video of a tribal man aflame in a trench on May 4 going viral despite a mobile internet ban, reopening wounds in a state that has barely had a respite from violence over the past five months.
Another video surfaced on Wednesday, showing two young men being shot at point-blank range and then being buried in a pit by a group of people at an unknown location.

The government advised people receiving any such provocative and hurtful videos and images, including those showing the destruction of properties, to immediately report these to the “nearest superintendent of police”, irrespective of jurisdiction.

“The state government views very seriously, and with utmost sensitivity the reported spread of videos and pictures/images depicting violent activities like causing/inflicting harm/injury to body and/or damage, to public/private property etc. through various social media platforms,” the order states.
“Those found violating the order and misusing technology to incite violence and hatred will be booked and prosecuted under the law without any exception.”
The first of the incendiary videos appeared online in July, purportedly showing dozens of men parading and assaulting two unclothed women, one of whom was allegedly gang-raped after her brother and father were killed. The shock and outrage that followed – 75 days after the crime – plunged Manipur into a fresh spiral of unrest.
Although there hasn’t been any flare-up in the past few weeks, the law-and-order situation remains fluid. On Wednesday, a suspected hand grenade was found in front of the gate to the residence of a member of an organisation called Youth of Manipur.
Gunfights between unidentified groups and security personnel were reported in Sangal village and Sabungkhok Khunou under Yaingangpokpi police station of Imphal East district.
